Ancient Fortifications in East Japan and Akita Fort as the Northernmost Fort
In ancient East Japan, the central government established fortifications with military and administrative functions in Echigo, Dewa, and northern Mutsu to control and govern local Emishi people and Yamato immigrants. Forts were constructed from the seventh to the ninth century from the south to the north of the entire region. The first recorded case of such fortifications was Nutari Fort, which was constructed in 647 in the province of Echigo. In the province of Mutsu, Taga Fort, Isawa Fort, and Shiwa Fort were constructed. In the province of Dewa, Ideha Fort (later renamed Akita Fort) and Ogachi Fort were constructed. Excavations have identified fourteen fortifications in the province of Mutsu since the late seventh century and three fortifications in the province of Dewa since the eighth century. Those fortifications functioned with regular maintenance and occasional mergers until they disappeared around the mid-tenth and eleventh century, when the ancient Japanese state lost its influence over the region. The most representative among them were Taga Fort on the east and Akita Fort on the west. Akita Fort was the northernmost fortification of the ancient Japanese state. It assumed important political and commercial functions as relations with the local and distant Emishi people and the continent were controlled there.
2. List of Major Fortifications and Years of Construction
Nutari Fort was constructed in 647, Iwafune Fort in 648, the site of Kōriyama in the seventh century, Ideha Fort sometime before 709, Taga Fort in 724, Niita Fort in the eighth century, Akita Fort (as relocated Ideha Fort) in 733, Momō Fort in 758, Ogachi Fort in 759, the site of Dan-no-koshi in the eighth century, the site of Miyazawa in the eighth century, Iji Fort in 767, Yuri Fort in the eighth century, Hotta Fort in the early ninth century, Isawa Fort in 802, Shiwa Fort in 803, Tokutan Fort in 811, Kinowa Fort in the ninth century, and the site of Hachimori in the ninth century.
3. The Styles of Ancient Fortifications
The ancient defensive fortification had a double structure with inner and outer walls. The government offices were placed inside the inner walls. The constellation of buildings seems to have imitated the patterns of walled cities, such as Fujiwara-kyō or Heijō-kyō. Styles changed over time in terms of the size, shape, and allocation of key buildings. The construction of Akita Fort began in 733 as Ideha Fort, which was originally located in present-day Shōnai in the prefecture of Yamagata. It was built on a hilly terrain in Akita in the shape of an incomplete square and was surrounded by strong rammed earth walls. In its shape and appearance, Akita Fort resembled Taga Fort on the other side of northern Japan, which was constructed a little earlier.

1.
